Frank Cassidy brings over 14 years of experience in commercial mortgage banking, with deep expertise in originating financing for a broad range of real estate assets. His work has focused on the acquisition, refinance, rehabilitation, and construction of multifamily housing, senior housing, and healthcare facilities across the United States. Frank has originated more than $1 billion in commercial real estate loans, with a significant emphasis on FHA/HUD-insured products, and has been involved in the origination, underwriting, funding, or asset management of over $4 billion in total loan volume.
In April 2025, Frank was appointed by the President to lead the U.S. Department of Housing and Urban Development’s Office of Housing and serve as the Federal Housing Commissioner. In this role, he oversees HUD’s policies, programs, and operations supporting homebuyers, renters, and communities nationwide. He manages the Federal Housing Administration’s (FHA) $1.75 trillion insurance portfolio, which includes support for over 8 million homeowners, 1.5 million renters, and approximately 4,000 healthcare facilities across the U.S. and its territories.
Frank also leads the oversight of HUD’s multifamily assisted housing portfolio—serving more than 1.2 million low-income residents—along with HUD’s housing counseling program and the development of federal standards for manufactured housing design and construction.
He has been recognized as a 2025 Philadelphia Business Journal “40 Under 40” honoree, a 2022 GlobeSt. Real Estate Forum “50 Under 40” achiever, and a 2020 “Rising Star” by Commercial Property Executive magazine.
